Rare Earths aren't rare, China just undercut prices and forced other nations to build their plants in China. And everyone was happy because
1) It was cheap.
2) Mining Rare Earths is dirty business and they are more than happy to let China destroy its own environment.
3) Rare Earths are important for military applications and not mining your own supply means you have a strategic reserve whenever you need it.
