Just Include the theme like today's #SelflessSunday in the text of your post, and others can find it in searches and you can enter that tag in the search box at the top of the page to find photos by other contributors. However, that only works if many people using a theme are looking at (and commenting on) each others' posts. On G+, like in so many areas in life, you get what you give.
I've created two circles: one containing theme pages and this one containing theme curators. Theme curators are among the most active photographers (or photography lovers) on G+, but if they're actively curating their theme, visiting most or all posts and interacting with many (comments, +1s, shares), they're also among the busiest, especially as the G+ community grows. Keep your expectations of them reasonable and you won't be disappointed. The golden rule, karma, "what goes around comes around"... take responsibility and be the interaction you want to see. As people come to recognize your comments and posts, you'll get to know people and develop circles of community members to interact with on G+.
