Interesting take on criminal behavior.
My Company processes thousands of criminal record checks a day for employers landlords and in some cases the person themselves. I agree on some parts.. even prison wont change some.. Others, a speeding ticket changes their lives

I was quoted in this article. Equifax is doing everything legal... What I said was " Equifax is perfectly legal when selling employment data. But the bigger picture is that HR professionals are going to have a backlash from employees and CEO's who demand to know why their company allows this to happen" 
I truly believe there is going t be PR nightmare for companies participating in this scenario. Employee Data should be "protected and never resold"
