The former is gained by a number of rigorous and timed exams. The latter is achieved by an equally rigorous combination of assessment and evidence of the use of Apps in Business. There are less than 10 Certified Trainers in the UK. There is a list available - Google it!  As far as I can tell, there is nothing to prevent someone running a course on, for example, Google Apps in Education provided that you make it clear what Google qualifications you have and that you don't use Google badging anywhere."
