Is establishing processes the best practice for reaching goals ?

My hypothesis is that in this world of distributed hyper evolution where new solutions to problems and new problems are found on a daily basis, monolithic processes and rules artificially enforced only waste time and don't encourage Collaborative Intelligence.

You should have goals and tools to help you achieve those goals and the ability to find more tools or build new tools.

Social is a key part of learning and distributing the tools.

The best tools are the easiest to understand with the minimum set of instructions.

Google+ circles make it easy to find posts based on who wrote them. The new "Suggested Users" feature makes it easier to find people who might write interesting posts. But, what do you do if you are interested more in what is being written that in who wrote it? For that, you would need a content-based discovery mechanism, not a person-based social mechanism, that would allow you to find posts based on their content, not just on who wrote them. Even though Google+ currently provides no such content-based discovery tools, you might not realize that you can still find public Google+ posts based on their content -- using normal Google search. All you have to do is add "site:plus.google.com " to any normal Google search. That tells Google search to only look at content that was posted on the Google+ site.
