This article from root labs points out something that I had not thought about yet. With password databases getting hacked, even if using different passwords on different sites, with the right machine learning algorithms anything without high entropy becomes learnable. In particular it seems to me that https://www.grc.com/haystack.htm claims that length is the key property becomes weaker. Lower entropy padding would be learned.
