Second shoe drops: new White House Directive mandates OA

The Obama White House today directed federal agencies to develop open-access policies within the next six months. The directive comes from John Holdren <http://goo.gl/T02gj>, President Obama's chief Science Advisor.

White House announcement
http://www.whitehouse.gov/blog/2013/02/22/expanding-public-access-results-federally-funded-research

Directive itself
http://www.whitehouse.gov/sites/default/files/microsites/ostp/ostp_public_access_memo_2013.pdf

This is big. It's big in its own right, and even bigger when put together with FASTR <http://bit.ly/hoap-fastr>, the bipartisan OA bill introduced into both houses of Congress just eight days ago. We now have OA mandates coming from both the executive and legislative branches of government.

The two approaches... more »

The Annals of Mathematics (http://annals.math.princeton.edu/), generally considered one of, or the, most prestigious journal in mathematics has an interesting copyright transfer form.

http://annals.math.princeton.edu/wp-content/uploads/AnnalsCopyrightForm.pdf

It takes the format of an acceptance letter, and starts off with some explanation, including:

"So that you as the Author(s) and the Publisher may be protected from the consequences of unauthorized use of its contents, the Publisher considers it essential to secure a Consent to Publish and recommends that Authors provide a full Transfer of Copyright to the Publisher."

ok, sounds familiar (but note the 'recommends'). Then the actual text:

"5. The Author(s) hereby transfers to the Publisher the copyright of the Work. As a result, the Publisher shall have the exclusive and... more »

Business and industry need research access too

From the Australian Government's Office of the Chief Scientist, "Top Breakthrough Actions for Innovation," December 2012, p. 6:

"Breakthrough Action Two: Business must have increased access to publicly funded expertise, infrastructure and open-access to research data, especially in areas of national priority....Specific actions:...Provide free and open access to data and other outputs of publicly funded research."

PS: I'm collecting other studies and statements on the need for OA by research-driven business, industry, and manufacturing, on my page of book updates and supplements for pp. 114-115.

There is new legislation in congress to make research FASTR. Building on the success of the NIH Public Access Mandate (Pubmed Central gets 700k pageviews a day), FASTR will extend the mandate to all federal agencies with extramural research budgets over 100M, such as NSF, NASA, the Departments of Agriculture, Energy, Commerce, etc.

Key Points:
Agencies will have flexibility in determining the ultimate location of their online archive as long as reuse, interoperability, and archiving measures are in place. The UK policy, in contrast, supports paying publishers to to make their content open access.

A sliding scale embargo period provides important protection for journal publishers while recognizing the unique characteristics of different academic disciplines. This is likely to work better for more people than the UK policy of 1 year embargo, which is quite long for many fields.

Once more: correcting the canard that OA always or usually costs authors money

Quoted in the Chronicle of Higher Education: "Blaise Simqu, president and chief executive officer of SAGE Publications...said, 'open access is a burden on the individual researcher,' who often has to find money to cover some publication costs, like article-processing fees."
http://chronicle.com/blogs/wiredcampus/amidst-a-revolution-publishers-must-know-their-end-users-speaker-says/42249

Comment: Simqu assumes (1) that all or most OA is gold OA, and (2) that all or most gold OA charges author-side fees. Both assumptions are false. The first has been false and known to be false since the birth of OA, and the second has been known to be false since the ALPSP-sponsored Kaufman-Wills study in 2005. Is Simqu really unaware of these facts? Or is he deliberately spreading FUD?

Cory Doctorow on DRM, EULAs, and the loss of control over our computers

In his talk at the O'Reilly Media Tools of Change for Publishing Conference Author Day, Cory Doctorow made an impassioned attack on DRM and the creeping erosion of the idea that individuals should be in charge of the computers they use.  (Livestream is below; Cory's recorded talk will later be available online.)

Here are a few choice quotes:

"DRM changes your computer from 'What can I do for you, sir' to 'I can't let you do that, Dave.'"

"The idea that you can make unreasonable things reasonable by just putting them in the fine print and shoving them down our throat has penetrated every level of our society."

Rather than saying "Don't do that any more," we say "Don't do that any more unless you putit... more »

I seem to have gone on a bit of a tear with video interviews, though they may work better just as audio.

I had a great interview with Steve Vinoski about how and why to make the leap to functional programming, and you can hear (and see, if you want) it at   http://radar.oreilly.com/2013/02/distributed-resilience-with-functional-programming.html.

Then yesterday I had a conversation with Edd Dumbill and Mike Loukides on the Future of Programming, with some fun nods to the past.  Somehow we wove together functional programming, Excel, JavaScript, HyperCard, and much more.  You can hear and see that at Future of Programming: O'Reilly Radar conversation.
