Hundreds of thousands of Georgia, North and South Carolina residents hit by a heavy blast of ice a day earlier remained without power as the storm made its way up the coast, closing much of Washington and threatening to drop up to 18 inches of snow in some areas.

Prime Minister David Cameron said on Friday he was confident he could renegotiate Britain's relations with the European Union to allow it to remain in the 28-nation bloc.

In some of his most pro-European remarks to date, Cameron told the World Economic Forum in Davos that changes needed to make the euro zone function better meant the EU would need to alter its treaties. That would give Britain an opportunity to recalibrate its own relations with the EU.

Oliver suffered a brain stem injury in utero and now, at 14, has hundreds of seizures a day. For months, his family has pinned their hopes on a strain of marijuana developed in Colorado that has helped children with similar conditions.

But under an executive order by Governor Andrew Cuomo on Wednesday making New York the 21st state to allow medical marijuana, it will remain illegal to grow marijuana or to import specialized plants from other states. The order limits the number of hospitals that can dispense marijuana and allows its use only to treat diseases such as cancer and glaucoma, according to several people briefed on the plan.

Brazil says it is not considering granting asylum to Edward Snowden even after the former U.S. National Security Agency contractor offered on Tuesday to help investigate revelations that the NSA has spied on Brazilians and their president.

The Brazilian government has received no official request from Snowden since he arrived in Moscow in June, a foreign ministry spokesman said. Without a formal request, asylum will not be considered, the spokesman said.

In a letter published Tuesday by the Folha de S. Paulo, a Brazilian newspaper, and by social media, Snowden offered to collaborate with a Brazilian investigation into the NSA Internet surveillance program he revealed earlier this year.

The number of women who have been murdered in Mexico has increased steadily in the last five years.  Mexico has suffered from a wave of drug-related violence, with about 1,000 people a month dying in gangland killings.

About 80,000 people have died since 2007 in cartel violence.

The Republican-controlled U.S. House of Representatives passed a two-year, bipartisan budget plan that would end some automatic spending cuts on federal agencies and replace them with more targeted government savings. 

By an overwhelming margin, the House passed the measure that also aims to end the partisan fighting between Republicans and Democrats over fiscal affairs, which led to last October’s 16-day partial government shutdown.

The budget deal must next pass the Democratic-controlled Senate before being sent to President Barack Obama for signing into law.

The officials did not identify the plane in the strike in central al-Bayda province, but tribal and local media sources said that it was a drone. "An air strike missed its target and hit a wedding car convoy, ten people were killed immediately and another five who were injured died after being admitted to the hospital," one security official said.

Seeing Ronnie Jr. caused me to choke up a little, thinking about the parallels between his life and mine. Seeing him move about the church, seemingly unaware of the gravity of the situation, explained to me in that moment why all I can recall about my father’s funeral was sitting in my uncle’s lap during the service, and a photo of my father in his casket that my mother used to keep in the glove box of her car. 

"For me, as significant as that day was, to a child it wasn’t much different than many other church experiences we have while navigating through the adult world. The situation was already emotional for me having met Ms. Chambers last week during an interview. Looking her in the eye and saying my goodbyes, I was left speechless, knowing there was nothing I could do to comfort her in her bereavement, other than a long look of solace and my silence.”
