Hey Google,

This is how Hangouts should work:

People should not have to wait in the hangout for others to join. 

Instead, whenever someone clicks a permanent Hangout URL, Google Talk should ring for the person who initially created the Hangout event and for everyone else who have signed up for notifications.

Having a Hangout running on a computer all the time consumes CPU and it's boring to wait for people to join.

Please implement this functionality.

Anyone else with me? Maybe if we can get enough +1's and comments in this post we can forward it to one of their product managers.
