So, it's remarkably consistent.These 99 users are on top of my relevance list (plus me since I'm relevant to myself, so a total of 100). I excluded Pages that were in there so as to only have people.Most of these folks are engaging with me through posts or comments (though some are clearly more by e-mail, such as a family member) and the Circle is definitely more accurate now than last time. Does the algorithm get better over time due to more data? I still suspect that as you go down you end up with a number of close calls in which the algorithm can go either way. If anybody has more details on the relevancy algorithm, I'd still be curious and interested to learn more about it.Anyway, these people are relevant to me and truly help me enjoy my time sharing, talking, discussing, and hanging out on G+. Yes the carriers like Comcast do have costs associated with the delivery however, if they can offer it at 9.99 per month to low income families with children, it should be offered to all low income and senior citizens.

Finally, common sense prevails....but only in Europe! Time for the US legislatures to do the same thing! Let's start state by state!

European Right to be Forgotten Established:  Google has to remove private info

In an unexpected move Europe’s highest court has ruled that Google has to remove privacy related information if a duped individual asks for it.  

In this specific case a Spanish citizen whose house was sold because of debts. The auction list was published in a newspaper and got archived by Google so his name was forever linked to these debts.  Google will now have to remove that link between his name and the auction list.

Unexpected and unprecedented as the new European data directive establishing that ‘right to be forgotten’ is not even ratified in Europe. The European Court of Justice based its decision on older data protection laws and by doing so lays an extremely strong fundament for the right of private citizens to protect their good name.

Unexpected also because Google always rejected any responsibility for their data collection.  They always argued that they were merely ‘collecting’ and not ‘processing’ personal data so they had no legal obligations under existing laws.  

No, says the court. Google does much more: they record, organize, store and publish this information.  Doesn’t matter if it has been published before (like in this case in a newspaper), Google makes it available and has similar responsibilities as others to comply with data protection laws.

Furthermore the court looked at Google’s argument that they don’t do anything with the data within Europe. It’s Google Inc, the American company who is responsible. A repeating argument in many cases by Google:  nothing to do with European laws, we are American.

Nope says the Court, the core of your business is selling ads. You have local daughter companies like Google Spain to contribute to your profits and you collect that information to make better deals within Spain (in this case).  So get real and accept that your data-processing is part of the local business and comply with the European laws.

There is more to this case, but holding Google (and other search engines!) responsible for their data collection, the publishing and their local responsibilities is a turning point. Thanks to this decision the right to be forgotten has been firmly established and private citizens don’t have to suffer eternally from an unfortunate moment in their lives or a silly decision in their youth.

P.S. Yes, good that you ask. What about the freedom of information? Don't we, the searchers, have the right to know everything even if the private individual doesn't like it? 

Sure says the courts, but let's find a balance. A private person rights to protect his data should normally outweigh the interests of the public unless these data are important for a public issue.

_The new policies will directly affect federal, state and local investigators who are already facing rebuffs to their increasing number of data requests to tech companies. The tech companies have already been rejecting subpoenas and requiring authorities to obtain search warrants for disclosure of information, which require a stronger case for probable cause and a judge's approval.
"It serves to chill the unbridled, cost-free collection of data," said Albert Gidari Jr., a partner at Perkins Coie. "And I think that's a good thing."_

Many also credit their labor unions for the size of their paychecks; union membership rates are higher in Canada. Canadians also know that the American housing bubble and bust were more severe than their version."

Net neutrality means that companies like Verizon and ATT can not throttle the bandwidth or prioritize your internet traffic based on whether you agree to pay a higher rate. Without Net Neutrality, the internet will become like cable tv where if you want to get a clearer picture for your HD TV you will have to pay a higher rate. Net Neutrality allows everyone to benefit from the advances in the internet which American tax dollars have already paid for!! What a shame if Americans can not benefit from the investment we made but the Russian and Chinese can!

Gov, Christie is about to eliminate the Urban Enterprise Zones! This is the last thing that should be eliminated! As it is, NJ's long term economic future is under attack. Between NY State new Enterprise Zone investment program and the elimination of our own Enterprise Zone program, we are just pushing business out of our state! Currently, the program supports "133,000 full-time jobs and has attracted $31.6 billion in investment into struggling communities." And the big savings? $100 million per year? We'll be spending much more than that to get businesses to come back to the Garden State.

This has been my experience working with government agencies. They have outsourced all their expertise so they are almost completely reliant on high priced expensive contractors, but keep delaying a decision because the senior bureaucrats don't have the expertise to know what is the best course. And that's how we waste tax dollars!

With the death of the last member of the Leitz family, the story of their courage and humanity can be told. Behind its worldwide acceptance as a creative tool was a family-owned, socially oriented firm that, during the Nazi era, acted with uncommon grace, generosity and modesty. E. Leitz Inc., designer and manufacturer of Germany 's most famous photographic product, saved its Jews.
And Ernst Leitz II, the steely-eyed Protestant patriarch who headed the closely held firm as the Holocaust loomed across Europe, acted in such a way as to earn the title, * "the photography industry's Schindler."*
As soon as Adolf Hitler was named chancellor of Germany in 1933, Ernst Leitz II began receiving frantic calls from Jewish associates, asking for his help in getting them and their families out of the country. As Christians, Leitz and his family were immune to Nazi Germany's Nuremberg laws, which restricted the movement of Jews and limited their professional activities.
To help his Jewish workers and colleagues, Leitz quietly established what has become known among historians of the Holocaust as "the Leica Freedom Train," a covert means of allowing Jews to leave Germany in the guise of Leitz employees being assigned overseas.
Employees, retailers, family members, even friends of family members were "assigned" to Leitz sales offices in France, Britain, Hong Kong and the United States, Leitz's activities intensified after the Kristallnacht of November 1938, during which synagogues and Jewish shops were burned across Germany.
Before long, German "employees" were disembarking from the ocean liner Bremen at a New York pier and making their way to the Manhattan office of Leitz Inc., where executives quickly found them jobs in the photographic industry.
Each new arrival had around his or her neck the symbol of freedom - a new Leica camera. The refugees were paid a stipend until they could find work. Out of this migration came designers, repair technicians, salespeople, marketers and writers for the photographic press.
Keeping the story quiet The "Leica Freedom Train" was at its height in 1938 and early 1939 ,delivering groups of refugees to New York every few weeks. Then, with the invasion of Poland on Sept. 1, 1939, Germany closed its borders.
By that time, hundreds of endangered Jews had escaped to America, thanks to the Leitzes' efforts. How did Ernst Leitz II and his staff get away with it?
Leitz, Inc. was an internationally recognized brand that reflected credit on the newly resurgent Reich. The company produced cameras, range-finders and other optical systems for the German military. Also, the Nazi government desperately needed hard currency from abroad, and Leitz's single biggest market for optical goods was the United States.
Even so, members of the Leitz family and firm suffered for their good works. A top executive, Alfred Turk, was jailed for working to help Jews and freed only after the payment of a large bribe. Leitz's daughter, Elsie Kuhn-Leitz, was imprisoned by the Gestapo after she was caught at the border, helping Jewish women cross into Switzerland . She eventually was freed but endured rough treatment in the course of questioning. She also fell under suspicion when she attempted to improve the living conditions of 700 to 800 Ukrainian slave laborers, all of them women, who had been assigned to work in the plant during the 1940s. (After the war, Kuhn-Leitz received numerous honors for her humanitarian efforts, among them the Officer d'honneur des Palms Academic from France in 1965 and the Aristide Briand Medal from the European Academy in the 1970s.)
Why has no one told this story until now? According to the late Norman Lipton, a freelance writer and editor, the Leitz family wanted no publicity for its heroic efforts. Only after the last member of the Leitz family was dead did the "Leica Freedom Train" finally come to light.
It is now the subject of a book, "The Greatest Invention of the Leitz Family: The Leica Freedom Train," by Frank Dabba Smith, a California-born Rabbi currently living in England.

What is Free Speech in an Online Community?

Often, when we remove an inappropriate post or an offensive member from our Science on Google+ Community, we hear cries of Censorship! and we're accused of violating the right to free speech. This brilliant xkcd cartoon nails the difference between the right to free speech and the rights and responsibilities of community membership.  

As Neil deGrasse Tyson said, "we live in a country that guarantees free speech, but it’s not a country that guarantees that anything you say is correct".

This is a serious problem. In NJ, the government uses grade 4 test scores to determine how many prison cells we will need. How sick is that?

De-Incarcerating Young Women
The Status Offense Reform Center has a post up about young women incarcerated for status offenses, such as truancy or running away. 

A few years ago, I met a young girl, “Denise,” who told me that her uncle had repeatedly raped her since she was 8. To stop the endless abuse, Denise said, she deliberately got pregnant by another man. Her plan worked. The uncle did stop raping her, but by that time, she was a mother at 15. Sadly, I did not meet Denise at a support group for incest survivors or a special high school program for teen mothers. I met Denise in a Delaware detention center for girls. She was behind bars for a probation violation, a charge that originated from her arrest for truancy. Mind you, Denise missed school because she had to take care of her baby. [...]

Over the last couple of years, there has been considerable attention given to the “school to prison” pipeline. But, in so many ways, that is our boys’ story. Our girls have a different story, one of being entangled in a complex mix of sexual victimization and trauma.

It is time to shine some light their way. At a policy level, that means ending the detainment of girls for status offenses and ceasing to arrest and detain trafficked and exploited girls. Furthermore, discourse and research must be cognizant of the intersections of race and gender so that the experiences of girls in the status offense system are no longer marginalized or obfuscated. Finally, policy and funding for trauma-informed, gender-specific and community-based diversion programs—such as PACE in Florida or the Center for Young Women’s Development in San Francisco—must be scaled up.
