Rapid Rehousing: A Cost-Effective and Moral Imperative

In 2005, Utah set out to fix a problem that’s often thought of as unfixable: chronic homelessness. The state had almost two thousand chronically homeless people. Most of them had mental-health or substance-abuse issues, or both. At the time, the standard approach was to try to make homeless people “housing ready”: first, you got people into shelters or halfway houses and put them into treatment; only when they made progress could they get a chance at permanent housing. Utah, though, embraced a different strategy, called Housing First: it started by just giving the homeless homes.

Handing mentally ill substance abusers the keys to a new place may sound like an example of wasteful government spending. But it turned out to be the opposite: over time, Housing First has saved the government money.

Homeless people are not cheap to take care of. The cost of shelters, emergency-room visits, ambulances, police, and so on quickly piles up. Lloyd Pendleton, the director of Utah’s Homeless Task Force, told me of one individual whose care one year cost nearly a million dollars, and said that, with the traditional approach, the average chronically homeless person used to cost Salt Lake City more than twenty thousand dollars a year. Putting someone into permanent housing costs the state just eight thousand dollars, and that’s after you include the cost of the case managers who work with the formerly homeless to help them adjust. The same is true elsewhere. A Colorado study found that the average homeless person cost the state forty-three thousand dollars a year, while housing that person would cost just seventeen thousand dollars.

Housing First isn’t just cost-effective. It’s more effective, period. The old model assumed that before you could put people into permanent homes you had to deal with their underlying issues—get them to stop drinking, take their medication, and so on. Otherwise, it was thought, they’d end up back on the streets. But it’s ridiculously hard to get people to make such changes while they’re living in a shelter or on the street. “If you move people into permanent supportive housing first, and then give them help, it seems to work better,” Nan Roman, the president and C.E.O. of the National Alliance for Homelessness, told me. “It’s intuitive, in a way. People do better when they have stability.”

Our system has a fundamental bias toward dealing with problems only after they happen, rather than spending up front to prevent their happening in the first place. We spend much more on disaster relief than on disaster preparedness. And we spend enormous sums on treating and curing disease and chronic illness, while underinvesting in primary care and prevention. This is obviously costly in human terms. But it’s expensive in dollar terms, too.

The success of Housing First points to a new way of thinking about social programs: what looks like a giveaway may actually be a really wise investment.

The video showed a sphere of blackness that spread out and consumed where the lab used to be, a sphere hundreds of feet tall. And then it showed a man walking out of the sphere. It was like he was surrounded by his own little bubble of normality, and the blackness didn't touch him. And then the other thing came out of the sphere.  It almost oozed out, with gray skin, an elongated body, and dark black eyes that took up almost half of its face. After it stumbled a few feet from the sphere, it wavered, and suddenly it was a man in a white lab coat, falling to the ground.  The other man that had come out of the sphere, a soldier from the uniform that he was wearing, ran over to the fallen man and helped him to his feet, then the video cut off.

Over the next two weeks the strangeness spread. The talking heads on television argued over what happened, but eventually it was disclosed that the government had been working on an experiment to prove or disprove the many worlds theory.  Every time something happened that had more than one outcome, according to the theory, both things happened, and the world split off into different worlds for each possibility.

So every possible thing had happened somewhere.  If a world could be found where cancer had been cured, or where there was a perfect defense against nuclear weapons, or anything else that the government might need, they wanted to find it.  But they didn't count on the things that they might not want to find.

The stock market plunged, and Colt watched as he lost thousands of dollars in value. But as always, the world adapted, and after two weeks the market started back up.  And then the stories of the changes started to come in.

Where Utah, Nevada and Arizona used to be, there was now a state called Deseret.  It was said that if you were a smoker or drinker, when you tried to cross the border, floating men in white robes with flaming swords stopped you. In the lake near Livermore, a pirate ship floated, with a man calling himself Captain Hook in charge.  At most of the Indian reservations in the USA, motor vehicles refused to run past the borders. The country of Australia was gone, replaced by a land filled with Munchkins, dragons, Yips, witches, Flatheads, Gilikins and all manner of creatures. And those were the larger ones.  

There were more and more of the smaller ones, the one-offs. What once was tabloid imagination turned out to be true on an increasingly regular basis.  Batboy sighted?  Check. Bigfoot filmed in Sequoia National Park?  Check. Miniature volcano erupts in Yellowstone? Check. 

But this was all stuff that happened in other places, not in Oklahoma City.  When Colt pulled into work that morning, he hadn't the slightest thought that his life was going to change forever that day.  He parked his car, and started up the walkway to the entrance, when he saw his friend Dave. Something looked not quite right about him. His skin was pale, his long-sleeved blue shirt was untucked with a rip on one side, and he was stumbling a little bit. He had some blood around his mouth, and the front of his shirt was stained dark red.  Had he been in an accident?

"Dave?" he said, as he came closer.  Dave came closer, and let out a low moan.

That was when Colt felt it. It was like the screeching on a blackboard that you just can't stand, that electric taste of a nine-volt battery, the fast flickering of a broken fluorescent light, only it was deep inside his head, a wrongness, and it came from Dave. 

And he knew what had happened.  It was one of those damn breaches that they had talked about on the news. Dave might not have been his best friend, but he was a work friend, somebody that Colt saw every day.  This wasn't supposed to happen here. Colt put his hand on Dave, and the strange feeling got stronger.  Dave's skin was cracking, and the moaning was louder.  Colt could smell the rot coming off him, and Dave tried to jerk his arm away.

"No!" Colt said. "No! Not here! This isn't going to happen!" By this time a small crowd had gathered, and a security guard was standing nearby, nightstick extended. The guard looked at Colt questioningly, and Colt shook his head. 

Looking at Dave, Colt remembered him, how he was before the Rupture, how he had been the last time Colt had seen him, and held onto that thought.  Colt looked at Dave and saw him in his mind's eye as he had been before, and held onto that thought.  Then he pushed, pushed at the strangeness, pushed at the nausea, hammered at it in his head.  Pain filled him, and he knew he was going to give up, but he didn't.  The pain made him fight even harder.  And slowly, ever so slowly, the cracks in Dave's skin filled in, and color came back into his face, and finally Dave gasped and his eyes widened.

The strangeness was gone.  Colt didn't know how he knew it, but it was true.  He let go of Dave's arm. "Are you okay, buddy?" he asked.

"I'm fine, Colt.  What's going on?  Last thing I remembered I pulled into the parking lot, and now here I am. Did I bite my tongue? I taste a little blood in my mouth."

There was a scream from the back row of the parking lot, and the security guard took off running.  Colt suspected that the guard wouldn't like what some unsuspecting parker had found back there.

"Dave, I really don't know. I--" Colt said, but suddenly he was exhausted, like he'd just finished a ten mile run. He slowly sat down on the sidewalk.

An ambulance had been called, along with a couple of police cars. The EMT checked Colt and Dave, and found that they were both okay. The security guard talked to one of the police officers and Dave was handcuffed and put into the back of one of the police cars. Another police officer asked Colt if he could come in for questioning, and he got into the back of the other police car and they drove him into the station.

They put Colt in a small grey room with a large mirror on one side of the room, and two chairs on either side of a small table. "Somebody will be in here shortly," the police officer said, and left the room, closing the door behind her.

Fantastic. Quarterly reports were due at work today, and here he was.  What had even happened? Something bad, that's for sure. And here he was, about to be questioned, when he hadn't done anything wrong.  He'd seen all the police shows.  There would be a good cop, and a bad cop, and people on the other side of the mirror critiquing his interrogation, and he'd have to ask for a lawyer, and --

The door opened, and a man in a dark suit came in.  He was tall and thin, with black hair and a thin black mustache, and weirdly enough, a smile on his face. "Mr. Darden?  I'm Detective Baine.  I'm sorry we had to make you miss work.  I just have a few questions, and then you'll be on your way.  Would you like some coffee or a soda?"

That wasn't what he had expected. "Coffee, two creams, two sugars, sure," he replied, and the detective told an officer outside the door, who hurried off.

"They'll be back in just a minute.  Hell of a day, huh? These past two weeks have been murder, and I don't even work in Homicide." The detective chuckled at his own joke. 

The other officer came in with the coffee and put it on the table. Detective Baine motioned to Colt, who pulled out a chair and sat down.  The detective sat down across from him.

"So, are you ready to answer some questions, or should I start the waterboarding?" the detective said.

Colt's eyes widened, and the detective laughed. "I'm just fucking with you.  You probably think you're in trouble, right?"

"I don't know what to think right now," Colt said. "It's been a confusing day... a confusing two weeks, I should say."

"No shit," the detective said. "You're not in trouble. You didn't do anything wrong.  In fact, you're a hero."

"A hero?"

"Your friend, Dave -- you did know Dave, right?"

"Yeah, I do."

"It seems that Dave arrived at work, got out of the car, and from what we can see from the security cameras, Dave turned into a zombie."

"What? That's impossible! It's just a story."

"As of two weeks ago, it's not a story. Dave killed one of your coworkers. Her body is in the morgue. She's strapped down, in case she comes back.

"So what did you do, Mr. Darden? Why is Dave okay? We've had a few reports of other people that have changed, but the reports are confusing."

"Maybe he changed back on his own," Colt said, even though he knew that wasn't the truth. "Maybe the sickness from the Livermore Rupture drained away from him. Maybe our reality is stronger than some twisted, broken reality where zombies attack people."

Detective Baine sighed. "I wish that were the truth.  I wish that things would just go back to the way they were before.  But I think that they won't, that we're going to have to adapt.  But you don't think that, do you?"

Colt looked at him.  "No, I don't think that.  I don't want to adapt.  I don't want to change.  And if things change I think that we're stronger than that.  And if we just believe, the changes don't have to stick. We have to have faith in what's real, and faith in ourselves."

"Faith. Hah.  Maybe that's the answer.  I wish I had your faith. I'm afraid, though, that I'm just going to have to roll with the punches. Thanks for your time, Mr. Darden.  An officer will take you back to work."

When he got back to work, though, his boss sent him home. When he got home, he searched for the name of his company on the Videotime website, and sure enough, there was a phone video.  It had about 3,000 hits. 

Zombies.  That just wasn't right. What was the government going to do about this?  

"Colt, are you okay?" his wife, Karen said. A corporate lawyer, she had just gotten home from the office at 7 PM. His daughter, Trish, was spending the night with a friend.

He sat down on the couch with her and told her what happened.

"What are we going to do, Colt," she said.

"What we always do," he replied. "We keep on doing what we can. Maybe it's time to buy a rifle, though."

"You know how I feel about guns."

Not this argument again. "Okay, a baseball bat, or a sword, or something.  I want to be able to protect our family."

"That's what we have police for," she said.

"Yeah, the police were probably fine when all we had to worry about was people, but I don't think that's the case now."  

They sat on the couch in silence, until finally she got up and went upstairs to the bedroom.  He poured himself a glass of bourbon, and hated his life.  ___

When I was growing up I lived for a few years with my paternal grandparents in the hills of North Carolina. Grandpa raised chickens, and he always worried about foxes getting in the henhouse. Apparently that's not all you have to worry about.

May I suggest a movie for you?  If you've ever worked in an office, and you haven't seen this movie, you're missing out.  It speaks so eloquently to the office experience, especially the absurdities.  I've watched this multiple times.

Since I work right across the street from the Verizon Amphitheater, simetimes while I'm waiting for the bus I hear practice sessions fir that night's concert. Not too long ago I heard the Zach Brown Band practicing.

The Zach Brown Band is very popular on country radio. They harmonize well.Occasionally at their concerts they'll throw in a couple of rock songs. This time they were attempting to sing Bohemian Rhapsody.

You know those harmonies where it's almost right, but far enough off that you want to stick an icepick in your ear? Yeah, that. Freddy Mercury was spinning in his grave fast enough to power a small city.

I like the music of Queen. I like the Zach Brown Band. Please, never ever let the two meet ever again.

Chapter 2 - The Girl in the Tree

It was a nice red brick suburban house, with a white picket fence. The lawn was well-kept, nicely green. There was a huge oak tree in the front yard, and bushes planted along the sides of the house. You'd never know that what looked like a happy family home from the front masked a horror in the back.

He felt a touch of nervousness, but the butterflies in his stomach stilled as Colt breathed in and out, deliberately calming himself.  He got out of the car, walked up the paving stone sidewalk to the dark red front door, and knocked.

Chapter 2 - The Girl in the Tree

It was a nice red brick suburban house, with a white picket fence. The lawn was well-kept, nicely green. There was a huge oak tree in the front yard, and bushes planted along the sides of the house. You'd never know that what looked like a happy family home from the front masked a horror in the back.

He felt a touch of nervousness, but the butterflies in his stomach stilled as Colt breathed in and out, deliberately calming himself.  He got out of the car, walked up the paving stone sidewalk to the dark red front door, and knocked.

Even though her face was tear-streaked and her eyes were red, the woman answering the door was beautiful. Dark brown hair, a foot shorter than Colt, dressed in a plain white tshirt and blue jeans, she made casual look good. But Colt shoved those thoughts aside.

"Mrs. Carr?" he said. "I'm Anchor Darden. Can you tell me what happened?"

She grabbed his wrist with both hands, holding on tightly. "You have to help her. She's just a little girl!"

He pulled free as gently as he could. "I'm going to help. But you have to help me, so I can help her. Okay?"

"Okay," she said.

"Tell me about your daughter," he said.

Mrs. Carr took down a photo from the mantelpiece of the fireplace, and showed it to Colt. A young blonde girl smiled out from the picture.

"This is Bailey.  She's eleven years old."

"Does she like the outdoors?"

"She loves being outside, she loves the forest."

"Is she interested in art?"

The woman clicked on her laptop and motioned Colt over. "This is her latest drawing," she said. It was a tree standing by itself, alone in field.

"Has she seemed... withdrawn? Not like herself?"

"No more so than usual," Mrs. Carr said. "Bailey's always been a quiet girl. She gets lost inside her own head sometimes." 

"Take me to her, please," Colt said.  Mrs. Carr slid open the glass door and Colt followed her outside.  The backyard extended from about five feet out on both sides of the house back fifty feet, where the yard ended in a fence in front of a line of trees. Mrs. Carr pointed at something in the middle of the backyard, and Colt nodded.

"Could you go back inside, please?" Colt said.

"But I want to help!" she said.

"Trust me, I need to do this by myself," he said. He thought she would balk again, but she finally spun around and stomped off back to the house, sliding the glass door closed with a loud clunk when she went inside.  Good, it was going to be hard enough to do this without the mother's belief or lack of belief influencing the restoration.

In the center of the backyard was Bailey.  At least she used to be Bailey.  She stood with her arms raised into the air. Where fingers had been were twigs with pointed green leaves sprouting. Her shirt and jeans were a mixture of bark and cloth, and the bottom of her tennis shoes were torn where her roots pierced the ground.  Her eyes and mouth were bark, and as he looked he saw the bark slowly extending to cover the rest of her face.

He put his hand on the side of her face, and closed his eyes. He felt the breach eating away at her, but she was still there, and his mind extended and grabbed hold of her essence. He wouldn't let her go.  Come on, Bailey, don't leave! This is the real world, not some fairy tale. Being a tree is not a happy ending. 

He felt her getting fainter, and the tree growing stronger. It was a tree like a tree in the real world, but an intelligent tree, with its own agenda, and it was holding on, trying to stay in this world.  He would just have to try harder.  He had a little girl of his own, and he knew how bad that would feel if he lost her.  He wouldn't let the breach take this little girl.

He shuddered with the force of his concentration, as his will focused to a white hot flame.  As he concentrated, he felt the strangeness leaving, and her will getting stronger.  She was closer, closer, closer, so close.  If he could just push a little bit more, if he could give it his all.  Just when he thought he couldn't hold on another minute longer, there was a snap, and she was back.

He opened his eyes, and she was standing there, just a little girl, and the stench of the breach was gone from inside his head. She embraced him, crying, and he stood there and let her cry for a minute. He'd done it, she was back safe!

His knees almost buckled, but he managed to not fall down. He was tired, oh so tired, but that was a normal part of the restoration process.  He should be fine in a few minutes.

"Are you okay, Mister?" Bailey asked.

"You're fine, Bailey," he answered. "Everything's going to be okay."

"I had a terrible dream," she said.

"I know, Bailey," he said. "Let's go inside." He took her hand and led her back to the house. As he slid open the door, the mother reached and grabbed Bailey, pulling her inside.

"Oh, baby, you're okay!" Mrs. Carr said. She pulled Bailey to her and hugged her.

Bailey stepped back. "I'm fine, Mom.  What happened?"

Mrs. Carr looked over at Colt. "Well, Bailey," Colt said, "I'm Anchor Darden.  Do you remember what they taught you in school about the Livermore Rupture?"

"Just that it makes bad things happen, and if we see anything strange we're supposed to call 999."

"That's right, Bailey. Sometimes the Rupture makes bad things happen to boys and girls, too. I'm an Anchor, kind of like a doctor for people that are hurt by the bad stuff.  I made you better, and you're going to be fine now.

"I need to talk to your Mom for just a minute.  Can you go to the living room?  I won't take too long."

Bailey shrugged, and went to the living room. He pulled out one of the dining room chairs for her, and she sat down at the table, and he sat down next to her.

"So what happens now?" the woman said. She seemed much calmer now, and there was almost a smile on her face. "You hear about this all the time, but you never believe that it will ever happen to you."

"She'll be fine," he said. "Once an Anchor changes somebody back, they seem to be immune to being changed again. Psychologically, of course, this is a big deal.  Could I see your phone for a second?"

She handed Colt her phone, and Colt transferred some contact information from his phone to her phone, then handed her phone back.
"I've given you Doctor Vorowsky's contact information. He's a child psychologist, trained in breach trauma. You should set up an appointment with him for Bailey."

She took his hand in both of her hands, and looked him in the eye. He couldn't help but notice that she had beautiful brown eyes.  "I want to thank you so much.  If it wasn't for you... I don't even want to think about..."

"I know, Mrs. Carr," he said.  "I am so glad that I could help Bailey."

"Call me Susie, Mrs. Carr sounds like an old person's name," she said, and laughed. "Do you have any daughters?"

"You can call me Colt.  Well, Susie, I have one daughter, Trish. She's 15." He found her picture on his phone, and showed it to Susie.

"She's so pretty!" Susie said.

"I think so too, but then, I'm prejudiced," he said, and smiled. Then the smile left his face. "I don't get to see her nearly as much as I'd like, only every other weekend and two weeks in the summer and alternating holidays.  Her mom has primary custody."

"I'm so sorry," Susie said. "I know how that is. Bailey's father is... well, he's in prison right now, with six months left to go.  He didn't take things very well after the Rupture. He lost his job, starting drinking, and then fell in with some people I didn't want around me and my daughter. So when he went to prison, I divorced him."

"You have to protect your daughter, I know exactly how that is," Colt said. He knew that he would do anything to keep Trish from harm.

He would stay here at look at her pretty face all day if he could, but he knew that he had to go back and finish his shift.  He pushed back from the table and stood, and she got up.

"Could I have your phone now, Colt?" she asked. He gave her his phone, and she touched her phone to his. "Now you have my number. Call me some time. We could go out for coffee, or dinner, or drinks, or.."     

She gave him his phone back, and stepped next to him. He looked down, and she was looking up at him, her face tilted. He put his hands on her waist, leaned his head down, closed his eyes, and was interrupted by a voice.

"Mom," Bailey said, standing at the edge of the dining room, "I'm really tired. Can I go to bed now?" She did look exhausted.

"Colt, um, Anchor Darden, is that okay?" Susie asked.

Stepping away from Susie, Colt said, "Yes, Mrs. Carr, that should be fine. And Bailey?  I'm so glad you're okay."

Bailey smiled, and went upstairs.

Susie looked at Colt, and burst out laughing, then finally managed to get it under control. "Oh my God, I feel like I've just been caught under the bleachers by the football coach!" she said.

"Does that mean you were a cheerleader?" he asked, and winked.  She laughed again.

"Listen," she said, "I really want to see you again.  Is that a problem?  Is that against police policy?"

"Reality Police.  RP.  We're not the police. There's no specific policy that says that we can't be involved with the people we've helped." If he hadn't been able to help Bailey, that would have been a different story. The department wouldn't have wanted bad publicity. 

"Hell, I haven't even asked you if you were involved with somebody else," she said. "Am I jumping the gun?"

"There's just me," he said. "And of course, Trish when I get to see her.  I haven't been involved with anybody since the divorce. People are usually a little scared of us, scared of what we can do." Except for the RP groupies, but he had never wanted to go down that road.

"Why would anybody be scared of you?" she asked. "You help people."

"I do," he said. "But we work with the breaches all the time, and people associate us with the bad things that have come about since the Rupture."

"I've only known you a little while, Colt, but I'm usually a great judge of character.  You're a good man, and I'd like to get to know you better."
She briefly ran her hand up and down his chest. "A lot better."

He felt his face getting warmer, and knew he was blushing. "I like you, too, Susie. How about I take you out for breakfast on Saturday?"

"I have a better idea," she said. "Take me out to dinner Friday night, and I'll fix you breakfast here Saturday morning.  Bailey can spend the night with my mother."

"It's a date," he said, and pulled her to him, and kissed her. He felt like he was weightless, and the kiss went on and on.

"Wow!" Susie said. "It's only Wednesday, I hope I can wait until Friday!" She winked.

"I'll video-call you tonight," he said.

She was smiling as he left.  His head was in the clouds as he drove back to the office. Two years after the divorce, and he had finally found someone.  His future was looking brighter.   ___

Instead of caramel apples this Halloween, melt jolly ranchers in a 250 degree oven for around 5 minutes, then pour over your apples. Add edible glitter for the sparkling space effect!___Would this be a good idea?

As I ooened the door to the third floor of the office where I work, I was barraged ny the smells of stale carpet and burnt toast. When I went into the breakroom for coffee, the burnt toast smell was overpowering.

I mentioned the smell to a coworker, and she said, "Could be worse, could be burnt popcorn."

What strong smells have jumped out at you today?

The Ferguson protests here in St Louis had a personal effect on me yesterday. I use public transportation, and my bus home from work stops at the North Hanley Metro Station, where I catch a train.

The Ferguson protesters decided to try to block the interstate during rush hour, using the North Hanley ramps as a staging area. The police shut down those interstate ramps, which meant our bus had to pass the exit, get off at the next exit, and go the back way to the Metro station. I missed my bus by about 5 minutes.

While I waited for the train, I overheard a conversation between two young African-American ladies.

"Go ahead on," the first lady said. "I gots to get up at 4 in the mornin' to go to work."

Then the train came. I got home about a hour late.

I wish there could be some kind of resolution, but I don't see that happening anytime soon. Justice is slow.
