Today there are 78 confirmed measles cases linked to Disneyland in California.
Public health officials recommend that children under 12 months and people who've never had a measles vaccination, stay away from the park while the disease event continues.
There was a declaration that the Disneyland outbreak was over, then more people got it, from there.

Problems appear to include:
·       The growing anti-vaccination anti-science culture.
1.  The unvaccinated are among us, non-obvious who, like an invisible threat.
2.  Do the anti-science Republicans support the anti-vaccination sub-culture?
·       Over time, diseases mutate to become resistant to medicines and vaccinations.  But so far, this has not happened with measles.
·       Nations have eradicated measles, but it was not eradicated from the world, so it is coming back to nations which have forgotten how serious it can be, so they are not taking effective measures to combat the risks.
·       Medical profession seems to have forgotten to check children for risk of measles.
·       At what age do children get vaccinated?  Babies below that age are at risk.  What are their chances of encountering the unvaccinated population?  Does that age mean a high probability of children at risk located in playgrounds and amusement parks where young children are often expected to be located?

See graph of # measles by year in USA.

27 states have measles cases.

"The vast majority of our (CDC) cases every single year are unvaccinated people who choose not to be vaccinated. They are living in a family who are unvaccinated and they have friends who are unvaccinated. They might go to a school with a high proportion of people who are unvaccinated."

So, they chose that risk.  What does it matter to the rest of the population if these people kill themselves off?
What is the rate of OTHER people catching it from them?
Do we, as a society, need to mandate that the unvaccinated wear some kind of yellow star on their clothes, so the rest of us know to keep our distance?

This sounds like an old story, with yet another type of hardware.
1.   There’s a lot of hardware out there, which was originally designed to be stand-alone, with no network access, so security against network bad actors was never on the radar screen of the designers & marketers.
2.   Corporate networks are under constant bombardment by bad actors, so they need sophisticated protections –backup redundancy, firewalls, anti-virus are just the beginning.
3.   We also have many devices which are both stand alone, and on networks, which are vulnerable to bad actors – printers, copiers, USB, keyboards, smart phones, the Internet of objects, and their developers are often slow to include decent security, and communicate its need to their customers.
4.   When anyone gets a device, it should be standard practice to change the default passwords, which come from the manufacturer, and are known to anyone who can locate the manual, often on the Internet.  It would seem like 99% of purchasers neglect this step.
5.   When a breach occurs, a lot of places can get a bad reputation.  The companies whose employees did klutz things, and the companies whose hardware or applications were vulnerable to breach.  The latter needs to be pro-active alerting their clients about risks, to mitigate the harm when a client klutz leads to breach, or hack incident.

ATG = automatic tank gauge at a gas station, municipal or campus fuel storage depot.

They can be managed by remote access, and can have password protection, but when a security firm did an Internet check on ATG connected to the Internet, it found that almost 6,000 in the USA, were connected without password protection.  There’s an estimated 112-150k ATGa total in the USA, so all but 3% are either not connected to the Internet, or have password protection.  The same problem exists in several other listed nations.  Many of the gas stations POS etc. are using security no stronger than a typical home consumer, so those stores are at higher risk than the public may realize.___

Schnucks only has to pay $ ½ million cost of the breach.
The rest of the cost to be paid by other parties sharing responsibility for the breach,
·       First Data
·       Citicorp
A major issue is the contracts they had for processing the card money, not agreeing with what they were doing.

I have encountered this before.
Many companies do as they damn well please, according to recent analysis what makes sense, based on evolving business needs, and what seems standard in an industry.
Many companies have contracts.
The contracts, and what they do, often seem to live in two unrelated universes.
Sometimes these two universes become subject in court cases.
Many judges outside of breach cases, treat contracts like God.  It does not matter what stupid things either side is accused of, what matters is the contract, and what can be proven to have happened – the facts and the contract, period.

Most judges, in breach cases, throw out contracts as being irrelevant.  What’s important is industry standards, and sometimes the facts.  Sometimes in addition to the contract not being relevant, the facts are also not relevant.  What’s important is that the accused business enterprise is conducting its affairs at least up to standards of the industry, which in the case of cyber security is not very high.  So we have scores of court cases where there was a contract insisting on certain security standards, which were found to have not been followed, when the aftermath of a breach was evaluated, then some company that lost a few million dollars has a law suit against the bank, or retailer, or whatever claiming that had the contract been obeyed, they would not have lost all that money, but the judge rules that the contract is not important, because the place ,that got sued, had security standards which were at least up to the industry standards.

For example, one company had a contract saying that money was only to be taken out of their account certain defined ways, and before some vendor could be added to the list which could take automated deductions, the bank had to have a form authorizing this, with only certain executives authorized to sign it.  Thanks to a hacker, some vendor was added, and millions paid out to that vendor, and the bank never had the approved signatures.  Under industry standards, any hacker can do that to any business which has a bank account.  So the judge ruled in that case that the business did not have any claim on the bank because contracts are meaningless when the bank adheres to standard bank practices.  There have been a whole bunch of cases like that.

Well in this case, the judge ruled that a contract was important.  Schnuck’s liability was limited by the terms of the contract, not by industry standards.

There are various people quoted about this one case, who seem to be ignorant of all the other cases.
I cannot see one case setting a precedent, when there have been scores of cases.
Only if some of them get appealed and some higher court has something to say about these situations.___

Attorney General needs details on the Chase breach
http://www.bankinfosecurity.com/chase-breach-prosecutors-demand-details-a-7798
I thought the law demanded that breaches be promptly reported to the State Attorney General, and that law enforcement investigations share what they find out with the top AG.  Apparently Chase has been keeping this under wraps.
A group of about 20 state attorneys general has sent a letter to JPMorgan Chase and its outside counsel demanding the bank reveal far more details about its breach last year that exposed information related to 76 million households and 7 million small businesses.

NCUA is to Credit Unions, as FDIC is to Banks.

New info: NCUA has agreed to pay the California-based Palm Springs Federal Credit Union $50,000 to help cover related expenses.

Prior story: Recently I shared, I forget where, info about a breach which occurred during NCUA examination of a Credit Union.
Apparently a NCUA investigator had requested some info from the Credit Union, then the device containing the info got lost, and it contained all sorts of personal info on the CU’s customers.  NCUA kept this incident secret, but the CU reported it to the California Attorney General, as required by law, and to the customers, whose privacy info had been breached, spelling out what all was breached.  The phraseology of the notification seemed peculiar.  Only after the communication to the customers was made public, did news media inquiries of NCUA lead to NCUA top management being informed about the case, an uproar by various government leaders, and the Inspector General informed, and an IG declaration of investigation launched.

January 2014, a year ago today, 6-year-old Keith Logan Coty, a student at Seminole Heights Elementary School, told his teacher he had a severe headache, which was unusual for this child. An hour later, he was dead. In between, the teacher instructed him to rest in the back of the classroom. But the boy’s condition quickly worsened with vomiting, gurgling and foam coming from his mouth, where his lips had turned blue. This was discovered by another school employee, other than his teacher.
This should have led to an immediate call to the school nurse, and 911, but the school has rules, which are more important than the health of the children in their care. The mother was called & left a voice message that her child was throwing up, so he needed to be picked up by the parents.  No sense of urgency was communicated.

The kid passed out and the school nurse was called, but the nurse failed to administer CPR or use the automatic external defibrillator device that was available, at the school. It took ½ an hour before any school official called 911, or the family, according to the lawsuit.
When EMS arrived, the school failed to inform medical authorities of the chain of events, starting with the severe headache, so the hospital was not armed with all the information available, which might have led to proper treatment, sooner.  It was not until 3 hours later, that the mother was told about the headache symptom.

Keith’s parents are suing the school district because they think the school medically neglected their child.  Had someone used CPR, facilities of the school nurse, called 911 promptly, been truthful with 911 and EMS, perhaps Keith would have survived, the parents believe. In a typical month, the school district has 85-100 medical emergencies with children there, for which the parents expect that all relevant school personnel should be properly trained in how to cope.

An autopsy showed that Keith had an arteriovenous malformation. “When an arteriovenous malformation (AVM) occurs, a tangle of blood vessels in the brain or on its surface bypasses normal brain tissue and directly diverts blood from the arteries to the veins,” according to the American Heart Association's website.
So providing oxygen to lungs, or proper heart function might not have helped … was the kid doomed, and is this something which medical science could have detected in advance, during proper checkups for the child?

Keith Cody’s death is similar to that of Jenny Caballero who died October 2012.
Jenny was a special needs child, who needed supervision, but did not get it. She wandered away from gym class.  She fell into a retention pool and drowned.  The school’s delay, in calling 911, may have contributed to the girl’s death.  The lack of supervision certainly did.

Some people on campus called 911, without permission of the Principal, and were severely reprimanded for doing so.
School rules are more important than the health and safety of the children.

Keith Coty's death is also similar to 7-year-old Isabella Herrera in a wheel chair on a school bus, which happened January 2012.
In that case, the school bus drivers were prohibited from calling 911.  They must communicate through the bus radio to the dispatcher.  The girl was not breathing, turning blue.  911 was not called.  The mother was called instead, but no one provided CPR or any other medical assistance, while watching her die.  When the mother arrived, she called 911, but it was too late to save the girl.
A lawsuit over the wrongful death of the Herrera girl led to $800,000.00 paid the family.
The policy was changed after the Herrera girl, but only for bus drivers.  Teachers at the school were not allowed to call 911 on their own, all 911 calls had to go through the front office, and permission of the school principal, or other administrator authorized to call 911, was first needed.

What organizations have been providing meaningful aid to veterans?  I see many advertised, and some come to me asking for donations.

Many appeals for charity are scams, where the $ does not go to the people in need, but into the pockets of the alleged charity.  Charity rating services show which charities spend money wisely, and which spend oodles of money on bribing gangsters, behaving like Wall Street Bankers giving $ millions in bonuses to top executives, buying mansions for founders, etc.

You do not need to be a member of DAV to take advantage of their services.
They have approx 100 offices across the USA, to help vets get the benefits they are legally entitled to.
The VA can sometimes tell vets that they have to go to a hospital or clinic which is many miles from where they reside, sometimes in another city.  Age, poverty, and disabilities can impair ability to use good transportation to get there.  DAV provides free transportation for vets who otherwise have difficulty getting to the places they need to go to, for their medical services.

DAV volunteers can visit vets in the hospital, if anyone tells them who needs such support.
DAV is not a job referral service, but they do help vets with retraining to be better competitive in the work place.
DAV has outreach programs which cater to special needs, like women vets, native American vets, those suffering from particular disorders, so check out the DAV web site, to see what they have to offer you, or some vet you know.

I found out about this stuff because I have made $ donations to DAV.___

The US House of Representatives plans a hearing on a topic which should be of great interest to many in this community.  I anticipate that the hearing will be shown in its entirety on C-Span, and that there will be important testimony at the hearing, which can be downloaded from the hearing web page within a day or so of the hearing.

Watch to see which representatives, at the hearing, conduct themselves in a manner which sounds like they might be good advocates to resolve issues facing many veterans in this community.

After each election’s Representatives get to Congress, which are on which committees, and who in charge of the committees and sub-committees can change, so it is worth reviewing the line up at Congress committees of interest to us, such as the House Committee on Veteran’s Affairs.
http://veterans.house.gov/
You might want to book mark this link, check their calendar of upcoming hearings, and mark your calendar so that you can watch them on C-Span.  Some of the hearings are directly relevant to issues debated in this community.

Note links to resources for Veterans.
Note links to Veterans who have been elected to Congress.

This site is worth exploring to see what resources are here which can be used to aid veterans who have not been getting satisfactory service from the VA.

The Office of Inspector General (OIG) of the Veteran’s Administration (VA) is kept busy investigating all sorts of allegations and complaints, then reporting what they find, to the top of the VA, to Congress, and to the White House.  When they find evidence of criminal behavior, they refer that to the Department of Justice (DoJ).  If you know of some problems which have not yet been fixed, you might want to give the OIG sufficient information so they can do a good investigation, and maybe even get some issues resolved.

Warm clothing will be needed, since folks from the Middle East are accustomed to a very different climate.  There's also what food makes sense in the different climates.  Significant orientation needed.  Will this change the demographics of Canada, like the Jewish refugees from Poland during WW II may have altered Sweden?

Elizabeth Warren does it again, a speech on economy and Washington politics.  She identifies multiple areas where both Republicans and Democrats have undermined America.

Republicans have painted economy as doom and gloom, where they blame Obama, while taking actions to increase economic misery.

The White House has touted a sunny recovery from the disastrous Bush years.  Yes, Warren gives credit for progress made, but she itemizes where many Americans are hurting, with no relief in sight.

I believe much of the Great Recession was thanks to the timing (coincidence?) of 9/11 striking at a time when US mortgage leadership mired in scandal, so the crooks were able to corner the market.  Then Bush years launched massive unfunded wars.

If the Keystone Pipeline is approved, it will have a good impact on the economies of Canada Italy India, create 35 new USA permanent jobs, and a few thousand temporary US jobs during the construction project, which can only function during certain seasons of the year.  This will be offset by harm to US trade balance, thanks to construction materials imported, instead of made in USA.  The microscopic benefit to US economy does not justify the sound & furor in DC.

With or without the approval of Keystone Pipeline, certain things happen.

Fracking causes earthquakes all over USA.  The perpetrators are protected from any liability or accountability.  But this diminishes as US Energy independence improves, causing prices to drop, so fracking less profitable, and US Trade Balance improves, thanks to much less dependence on foreign OPEC oil prices

Oil sands pour into the USA from Canada, in increasing amounts.  Existing infrastructure is destroyed, because it was not designed to carry this stuff.  Pipelines breach, trains have derailments. Carbon emissions increase where oil sands mined.  Environment gets screwed.
